Proposal for a High Street Rental Auction pilot in Scarborough
An Equality Impact Assessment (EIA) form is a document that proves paying due regard by considering protected characteristics. EIAs that accompany reports presented to Councillors for decision-making are published with the committee papers on our website and are also available in hard copy at the relevant meetings.
This section documents the equality screening process of actual or potential impacts of the proposed activity on a specific protected characteristic, along with NYC's additional agreed-upon characteristics, to determine whether a full Equality Impact Assessment (EIA) is necessary or appropriate.

The designation of Scarborough town centre, including Huntriss Row, as an area for High Street Rental Auctions in order to bring vacant properties back into use. This will be achieved through the application of new powers provided by Government under the Levelling up and Regeneration Act 2023.

The intention is to bring persistently vacant high street premises back into active use in response to concerns about the condition of the town centre from the community, local businesses and the local MP. |

Consultations undertaken for the Long Term Plan for Towns and more recently for the Pride in Place programme in Scarborough have consistently highlighted the condition of the town centres and vacant premises as the top issues they would like to see addressed. |

The proposal will be delivered solely by the council. If the proposal is effective, it will improve factors such as employment and antisocial behaviour. It should not adversely affect how other organisations operate.

Officers will be monitoring the impact of the utilisation of the HSRA powers (officer time and financial costs) to see what resource impacts it has versus the benefits in bringing high street properties back into use.
